Using the Dynamic X position  (DXP changing system:

HQ2 features basic water.  This  type of water is mostly meant for decorational use and not for swimming in.
The player's movement does slow down when inside the water.

The path to the textures for the water are "textures/water_source/..."  You will find multiple types of liquids in this folder.
All types of liquids in this folder function the same.

To create water, first make a brush and texture it with the textures/common/nodrawsolid.  
Then select the top face of the brush and apply one of the new water textures to it.  Thats it :)
